2019-2020 Reproductive Equity Scorecard

In the 2019-2020 legislative session, Massachusetts lawmakers passed the ROE Act – historic legislation  that rewrote the Bay State’s abortion laws, removing barriers to care and enshrining the right to abortion care in law. Because of the magnitude of that legislation, every legislator who voted in favor of the ROE Act received an “A” on our scorecard for this legislative session. We need to celebrate every legislator who stood with us in this significant moment for both the Commonwealth and reproductive equity movement.

The other essential piece of reproductive equity legislation passed in the 2019-2020 session was a funding bill which replaced $8 million in federal funding for the Title X Family Planning program in response to the Trump Administration’s anti-choice restrictions to the grant program. This funding ensured that the more than 75,000 low-income Bay Staters who relied on Title X could continue to access basic reproductive health care and family planning services like breast cancer screenings, contraception, STI-testing and treatment, and well-woman exams.  

There are several cases of legislators who voted against ROE but who voted for Family Planning funding. These legislators have generally received a D on our scorecard (except for a few legislators who actively supported anti-choice legislation, who were downgraded to Fs). However, legislators who voted against family planning funding and the ROE Act received an F. To see a record of all votes and co-sponsorships from the legislative session, see the full spreadsheet.
